Plot:
Foreigners who apply to become Swiss citizens have no easy task - especially when the police lets Bodmer loose to check upon their background, their integration in the society, and the possible danger they represent to the orderliness and cleanliness of the country. Bodmer gets a new assistant to help him corner unsuitable applicants. Very soon, a couple of conformist German physicians, a pretty Eastern European dancer, and the inevitable (and politically troublesome) Italian immigrant and his family start shooting themselves in the foot in their attempts to get the red passport with a white cross.

Although the plot is fictional, similarities with actual circumstances surrounding the naturalization process cannot be entirely ruled out. An ironic, satirical comedy about being Swiss and becoming Swiss. Aspirants for permanent residence and voting rights in Switzerland are expected to be diligent, orderly, quiet, decent, clean, capable of self-defense, honest, neutral, and patriotic. No trash bag is too small, no flagpole too high, and no fondue too hot to be thoroughly inspected and evaluated. Could Italian pastry chef Grimolli and his wife possibly take part in a demonstration? Are the sentiments of Dr. Stark and his wife, which they express with fondue and Swiss flags, really genuine? And what about the morals of Yugoslavian dancer Milena Vakulic? Bodmer remains true to the seriousness of his office until the relentless end and loves to inspect, assess, and nag. Fischer, on the other hand, discovers that life also has its lighter sides. He sides with the pretty ballerina and leaves Switzerland with her.
